Traditional political systems were largely created for a slower and less interconnected world. Today, societies must respond to climate change, technological transformation, migration, inequality, war and ecological instability — challenges that cross national borders and cannot be understood through a single ideology or area of expertise.

The learning society is not a finished political system. It is a society that continuously asks:
